There was a nine-month delay until work began at the second site at Ogontz & Olney Avenues. The reason remains unknown as to why the first site at Old York Road & W. Somerville Avenue was declined by the Board of Education... probably due to insufficient acreage or the fact that Old York Road was a principal trolley line which could be disrupted significantly by construction machinery and transportation of building materiel. However, the second choice, located at the S.W. corner of Ogontz and Olney Avenues, is what was developed under the aegis of the Public Works Administration through its financing the project and the School District of Philadelphia.
